According to the information provided to us from the Government Chancellery, starting from October 2, 2012, through December 31, 2012, total of GEL 16 585 427 was allocated from the Reserve Fund of the Government of Georgia, including GEL 4 973 773 during tenure of the former Prime Minister of Georgia. Remaining GEL 11 611 654 was allocated during tenure of the Prime Minister Bidzina Ivanishvili.  

 

GEL 4 973 773 allocated by the former Prime Minister from the Fund following the 2012 Parliamentary Elections has been distributed as follows: 

 

 

 

The chart above illustrates that following the Parliamentary Elections in 2012, the biggest apportionment from the Reserve Fund of the GoG during tenure of the former Prime Minister of Georgia Ivane Merabishvili, GEL 2 473 773, was allocated to cover payments envisaged by the agreement signed between a Canadian air company Kenn Borek Air and the Georgian Airport Unions.

 

The Ordinance under which payments envisaged by the agreement signed between the two companies should have been covered was adopted to amend the Ordinance of the Government of Georgia N1364, dated July 13, 2012. However, the noted ordinance, unlike other ordinance of the GoG, has not been included in the summary report of the execution of the state budget for the period of nine months, published on the official website of the Ministry of Finance of Georgia.

 

GEL 11 611 654, allocated from the Reserve Fund of the GoG following the parliamentary elections, after the parliament declared confidence to the new government, has been distributed as follows: 

 

 

The chart above illustrates that following October 20, 2012, the biggest apportionment from the Reserve Fund of the GoG – GEL 2 213 790 – was allocated for bonuses for public school teachers and administrative personnel. Significant portion of funds was also allocated for citrus harvesting in 2012 (GEL 2 157 600), for local self-government units (GEL 2 150 000) and to cover expanses of the election campaign (GEL 2 000 000). The funds for covering campaign expanses were allocated in compliance with stipulations of the Election Code and consequently, funds were allocated to the following two election subjects – Bidzina Ivanishvili – Georgian Drean (GEL 1 million) and the United National Movement – More Benefit to the People (GEL 1 million). 

 

Following the parliamentary elections in 2012, the largest amount of funds was allocated for covering payments envisaged by an agreement signed between a Canadian air company Kenn Borek Air and Georgian Airports Union. 

 

GYLA plans to continue obtaining and updating public on a periodic basis with information about spending of the reserve funds of the GoG and the President of Georgia. 

Further, GYLA would like to highlight once more the problematic nature of the legal norm regulating spending from the reserve funds of the GoG and the President and in particular, lack of necessary applicable regulations for allocating finances from the reserve funds and stands ready to actively engage with all relevant agencies for improving the legal regulation.
