Throughout the night of December 1-2, 2024, riot police repeatedly used special means against peaceful demonstrators in over ten incidents, including water cannons and tear gas.
Tear gas was deliberately deployed against individuals in an enclosed space on Besiki Street. Witnesses reported that the water cannons contained a chemical irritant, causing burns to those exposed.
Journalists also faced deliberate interference, including the targeting of media representatives with water cannons, intentional destruction of cameras, physical violence, and arrests. Among those detained was online media broadcaster journalist Giorgi Chagelishvili.
A particularly concerning practice was the encirclement of protest participants, which has become widespread. Despite their obligation to allow demonstrators to leave freely during dispersals, police surrounded protestors at dawn and actively pursued peaceful demonstrators. Giorgi Davituri, head of the Rule of Law and Media Freedom Department at the IDFI, was also arrested during the demonstration.
Given the riot police's excessive brutality over the past few days and the unlawful encircling of protestors—practices fundamentally incompatible with human rights—it is clear that the Ministry of Internal Affairs is not upholding law and order but is instead committing serious violations.
