On October 15, 2010 the Government of Georgia passed the Resolution on Approving Modalities for Conducting Activities in the Occupied Territories of Georgia.
The Resolution adopts rules and procedures for international and domestic organizations for obtaining approval from the State Minister for Reintegration Issues for implementing activities declared in the Action Plan for Engagement Strategy.
As a human rights organization, the Georgian Young Lawyers’ Association considers that the Modalities widen the list of activities prohibited by the Law of Georgia on the Occupied Territories, contradicts the principle of legal definiteness, allows for inconsistent interpretation and essentially creates control over activities of non-government organizations.
