GYLA Observes Repeat Elections on June 29

Georgian Young Lawyers’ Association is observing the June 15, 2014 Local Self-Government’s Repeat Elections.    The observers of the organization observe the repeat elections at the precincts #25 and 57 of the Marneuli district, at the precincts #4, #6, #47 and #52 of the Dusheti district, precinct #1 of the Akhalkalaki district, precinct #22 of the Khoni district, precincts #2 and #5 of the Tkibuli district, precinct #32 of the Zugdidi district, precinct #103 of the Batumi district, as well as the precinct #34 of the Kobuleti district.

Evaluation of the June 15, 2014 Local Self-Government Election Day

On June 15, Georgian Young Lawyers’ Association conducted the observation of the Local Self-Government Elections in Tbilisi and in 40 districts of 10 regions of Georgia through up to 500 observers.       Despite a number of violations, the electoral process was mainly calm. Voters had the possibility of freely expressing their will. In a majority of cases the election administration was adequately responding to the remarks given by GYLA observers and was subsequently eliminating the electoral violations.

GYLA Emergency Statement on the Developments in Khoni District

According to the information available to GYLA observer, there is a serious danger in Khoni district of various persons breaking into the particular polling stations and disrupting the procedures of vote counting and summarizing. As already known, the strangers broke into the polling station #22 of the Khoni district and broke the ballot box. At the moment, there is an attempt of breaking into the polling station #19 of the Khoni district. There is a danger of unknown persons breaking into other polling stations as well.

Election Day Observation Results by 21:00

GYLA continues observing the Election Day processes.  At 20:00 the polling stations were closed and the vote counting procedures have started.  In-between 18:00 and 21:00 GYLA observers identified the following violations:   Alleged crime – violations relating to the voting through the mobile ballot box At the precinct #14 of the Telavi District, the two signatures of the unauthorized persons were discovered in the mobile ballot box lists. After the verification of the information by the GYLA observers it was discovered that the two voters in the mobile ballot box list did not participate in the elections.

Election Day Observation Results By 18:00

 At 18:00 GYLA continues observing the Election Day processes.  The elections are mostly held in a calm environment and no significant violations have occurred.

Results of the Election Day Violations by 14:00

At 14:00 GYLA continues observing the voting process.  In general, the election environment is calm. However, a number of grave violations was identified as well. Following dissemination of information about the violation at the precinct #32 of the Zugdidi District, GYLA mobile group observer visited the above polling station. According to the information available to us, approximately at 10:00, Tsinara Abuladze, whose son – Gogita Abuladze went missing two years ago and their relatives arrived at the precinct #32 of the Zugdidi District. Tsinara Abuladze requested to conduct investigation on the case of her son. According to the information available to GYLA observer, the voting process is suspended, because the voting booths are crashed, the ballots are dropped out from the box and scattered around the polling station.   It should be noted that in the 2012 pre-election environment evaluation report, GYLA mentioned that 75-year old Tsinara Abuladze was beaten by the police with a stick on June 16, 2012, which is confirmed by the neighbors in writing.
