GYLA’s Election Day observation by 18:00 reveals mostly procedural violations. By now, GYLA’s observers have lodged 52 complaints at the precinct, 35 – at the district election commission level. In addition, GYLA’s observers have lodged 105 remarks to the logbooks.

 

Problems, related to Voting through the Mobile Box:

- At the Terjola polling station #16, the voter claimed being included in the mobile box list against their will;

- At the Vani polling station #53, the voter claimed being included in the mobile box list, despite not having submitted the relevant statement to the election commission;

- At the Gori polling station #99, after the ballot box returned to the polling station, it was revealed that one unused ballot was missing;

- At the Zugdidi #46 polling station, 2 voters listed in the mobile ballot box list, were allowed to vote at the polling station.

 

At the Marneuli #50 polling station, three types of violations were revealed:

-  commission member, responsible for registration, used the stamp of the commission secretary, instead of their own;

- commission member, responsible for registration, omitted making signature in the table list, multiple times.

 

Attempt to Vote Repeatedly (despite being inked already):

- At the polling stations #29 and 52 in Vake district, three attempts of repeated voting were revealed. Specifically, voters who were already inked, attempted to vote again. The commission members have noticed the fact in a timely manner and prevented those incidents.

 

Control over Voters’ Will:

- The tendency of copying voters’ numbers continues. Such facts were revealed, for example: in Tbilisi – polling station #28 in Nadzaladevi, #29, #30, #50, #52 in Vake, where representatives of the „Georgian Dream” and “Leftist Alliance” were trying to record voters’ numbers. Similar facts were revealed in Gurjaani as well;

- At the polling station #8 of Mtatsminda district, the representative of the “Georgian Dream” has directly responded to our question about the reason for collecting the information, explaining that collecting the numbers of voters from the table lists aims at controlling the voters. At the same polling station, the commission chairperson and the “Georgian Dream” representative have referred to GYLA as a ‘biased’ organization. Similar direct response was given by the party representative at the polling station #20 of the Vake district (i.e. collecting information to control voters);

- Furthermore, the campaigners of the “Georgian Dream” are mobilized in groups outside various polling stations, for example: polling station #32 in Tskaltubo, #25, #27, #30, #35, #34, #45 in Gurjaani, #24, #30, #33, #37, #38, #39, #54 in Telavi, #16 and #17 in Rustavi.

 

Obstructing the Work of the Observer

At the polling station #8 of the Saburtalo district, GYLA’s observer was threatened to be expelled from the polling station, following submission of the complaint.
