GYLA’s Election Observation Mission

 From the day of its establishment in 1994, GYLA actively observes the elections of  legislative and executive branches and local self-government bodies and aims to support conduct of elections in a peaceful and fair environment with steadfast protection of the legislation of Georgia in the electoral process. 

Arrangement of the second tour of Mayors’/Gamgebelis’ elections is decisive for conduct of elections in competitive environment and for promotion of democratic process in the country. We hope that election day will be held in peaceful environment and election results will be adequately reflected in the summary protocols.
 
GYLA will monitor the second tour of elections in Tbilisi and 13 election districts.
 
Static observers will be designated to more than 300 polling stations throughout Georgia. Moreover, we will observe the processes at the problematic polling stations through the Mobile Group observers. Considering the organization’s experience, we will focus special attention to  the the precincts, created in the exceptional cases and the precincts identified as problematic during the previous elections on June 15. 
GYLA observers will be designated throughout all regions of Georgia in the following districts: 
10 districts of Tbilisi plus: 
1. Batumi;
2. Kobuleti;
3. Terjola;
4. Khoni;
5. Baghdati;
6. Tkhibuli;
7. Ozurgeti;
8. Martvili;
9. Gori;
10. Rustavi;
11. Telavi;
12. Khvareli;
13. Mtskheta.
 
The special hotline will operate on the Election Day in GYLA, which will provide the citizens with an opportunity to receive legal consultation about the voting procedures. The hotline number is: 218-26-11
 
In addition, GYLA will run a separate hotline for journalists and media organizations. By calling the hotline number - 230-61- 63 , journalists and media organizations can receive information and legal consultation on the electoral procedures, Election Day violations and the ways to respond to them. They can also inform us of the Election Day violations.
 
With a view to receive comprehensive information on the Election Day violations visit  www.electionsportal.ge where you can submit the information on the violations that you identified through filling out the online form or through sending a free SMS to the number 90039.
 
Throughout the Election Day, GYLA will conduct three press-conferences at the NGOs’ media-center (address: Chavchavadze avenue 23). 
 
Press-conferences will be conducted: at 10:00, at 14:00, at 18:00 and at 21:00. On July 13 GYLA will evaluate the Election Day and will conduct press-conference at 11:00.
