The Council of Europe, in the framework of the European Union and Council of Europe Joint Programme “Strengthening the lawyers’ capacity for domestic application of the European Convention on Human Rights (ECHR) and of the Revised European Social Charter (RESC)”, together with the Training Centre of the Georgian Bar Association, announces an open competition for the selection of future trainers of defence lawyers and human rights defenders.
The creation of a pool of trainers serves the two-fold objective of enrolling new talented individuals in the system of continuous legal education of the Georgian Bar Association and contributing to greater awareness and understanding of the European Convention of Human Rights and Revised European Social Charter among legal professionals throughout Georgia.
Future Trainers’ Mission
Selected candidates will receive intensive training of trainers (ToT) on the following topics: prohibition of discrimination, admissibility criteria in applications to the European Court of Human Rights, standards of the Revised European Social Charter. Participants will also be trained in teaching methodologies.
Participation of selected participants in all ToT sessions is obligatory.
The ToT will be divided in three four-day sessions and will be delivered by well-known international and national experts with extensive experience in teaching human rights. The HELP distance-learning programme developed by the Council of Europe for legal professionals will be actively used during these sessions.
Participants of the ToT sessions will be required to take up a test after the three sessions and will receive certificates of attendance.
Participants of the ToT, who have completed the three four-day sessions, will be actively used by the Training Centre of the Georgian Bar Association (GBA) for providing training seminars to lawyers.
From January 2014 to March 2015, the Council of Europe will organise a series of cascade training seminars for defence lawyers and human rights defenders throughout Georgia. Trainers who successfully participated in the ToT will be selected to deliver the aforementioned cascade training seminars.
Trainers’ work during the cascade training seminars will be remunerated.
Eligibility Requirements
Qualifications:
• Candidates should be practising lawyers, university professors, lecturers or other academics in law, having
- university degree in law;
- thorough knowledge of the Georgian legal system and ability to analyse cases from other jurisdictions;
- good knowledge of international human rights law, in particular the ECHR and the case-law of the European Court of Human Rights.
Experience:
• previous experience as a trainer in providing training would be an advantage;
Language requirements:
• fluency in Georgian (mother tongue level);
• good knowledge of English and/or Russian.
Please note that only applicants meeting the abovementioned requirements will be considered for short-listing. Moreover, these being only minimum requirements, there is no guarantee that applicants will be shortlisted, even if they meet all of these.

Shortlisted candidates will be invited to the written test and interview.
Only candidates who best match the requirements of the announcement and candidates with the best results in the written test will be invited for an interview.
