Election day observation results, as for 15:00

GYLA continues to  monitor  the course of election day at 36 Election districs in regions and Tbilisi. Polling process is taking place in a calm environment. As for 15:00, procedural violations are identified in several precincts. During the last several hours, GYLA’s observers revealed several types of violations and drafted complaints. According to our observations, violations were mainly conditioned by ignorance of Elections Code.

Election day observation results, as for 9:00

By  9 a.m. polling process was taking place in a calm environment. The majority of election precincts observed by GYLA monitors were fully equipped with necessary voting equipment and ready for opening procedures. At several polling stations, mostly special precincts, GYLA monitors had problems with admission. Problems also occurred during casting of lots and control sheet filling out process. GYLA's Election Observation Mission

Georgian Young Lawyers' Association held presentation of its election observation mission on the October 27, 2013 Presidential Elections. Since the day of its establishment (1994), GYLA has been involved actively in monitoring of elections of the legislative and executive branches, as well as local governments and attempts to facilitate conduct of elections in peaceful and fair environment with observance of Georgian legislation in the election process.

Assessment of Pre-Election Environment

Short Overview The Parliamentary Elections in 2012 resulted in the first transfer of power through elections in Georgia. This marked a significant progress in development of the country. Overall, the pre-election environment in 2013 merits a positive evaluation as it has been considerably calmer and there have been fewer violations compared with the pre-election environment in 2012.

GYLA’s Media Legal Defense Center Voices its Position on the Announced Competition for Electing Board of Trustees of Adjara TV and Radio

On October 17, 2013 the High Council of Adjara Autonomous Republic approved the candidates nominated by the faction “Georgian Dream”, “Georgian Dream Adjara” and “Georgian Dream Free Democrats” in the competition for electing members of the Board of Trustees of Adjara TV and radio. Members from the faction “United National Movement” and “National Movement Majoritarians” failed to receive sufficient votes. Accordingly, the competition will continue on the remained two vacant positions.

GYLA presented its monitoring report of pre-election period

Georgian Young Lawyers’ Association presented its monitoring report of pre-election period. The report covers the monitoring results in the period of July-September 2013. During the three months period GYLA conducted monitoring in Tbilisi and seven regions - Kakheti, Shida Kartli, Kvemo Kartli, Mtskheta-Mtianeti, Imereti, Adjara and Ozurgeti.

GYLA Presented Results of Criminal Court Monitoring

The Georgian Young Lawyers’ Association presented the results of its monitoring of criminal cases in Tbilisi and Kutaisi City Courts on October 22, 2013. The court monitoring by GYLA is funded by USAID though the Judicial Independence and Legal Empowerment Project (JILEP) implemented by the East-West Management Institute.

GYLA Held Presentation of the Research on the Procedures of Vehicles’ Procurement by Public Agencies

On October 21, 2013 GYLA held presentation of its next research “Procedures of Vehicles’ Procurement in Public Agencies”. The research proposes information about national and international practice of vehicles’ procurement in public agencies.  The research reviews cases of vehicles’ procurement and free transfer or gifting in the period of January 1, 2011 - July 2013 individually by the administration of the President, the parliament, government chancellery, all ministries in Georgia and offices of the state ministers, as well as by local self-governing bodies of Tbilisi, Batumi, Kutaisi, Poti and Rustavi.

Incorporation of GYLA’s recommendations in the draft “Police Law”

On October 4, 2013 the Parliament of Georgia adopted the draft police law by the third reading (the document has not been published yet).  GYLA was involved in discussion of the draft, namely, it took part in sessions of the Legal Issues Committee of the Parliament and attended some meetings held with the Ministry of Interior. GYLA’s representatives were active to submit their opinions on various issues. Furthermore, they submitted written legal opinion on the draft. We are pleased to note that part of GYLA’s remarks has been incorporated in the draft adopted by the Parliament with the third reading. NGO Statement on Khudoni Hydropower Plant Project

We, the undersigned organizations, would like to express our position on some of the legal issues related to the Khudoni hydropower plant (Khudoni HPP) project as well as to raise our concerns over the recent developments.    On April 28, 2011 the Government of Georgia and the company Trans Electrica Limited (together with other parties) signed an agreement on the building, ownership and operation of Khudoni HPP. Under the agreement, the company undertook to abide by the requirements set under Georgian legislation, including to obtain permits and licenses necessary for the project implementation.
