GYLA Calls upon the Government of Georgia to Conduct a Fast, Comprehensive and Impartial Investigation on the case of Yuri Vazagashvili

On January 20, 2015, father of Zurab Vazagashvili – Yuri Vazagashvili, died following the explosion at his son’s grave. The case is launched on the deliberate murder.  Georgian Young Lawyers’ Association is deeply concerned and expresses its distress on the issue; GYLA calls upon the Government of Georgia to ensure fast, comprehensive and impartial investigation on the fact. GYLA further calls upon the Government to ensure effectiveness of investigation renewed in 2012, on the case of death of Zurab Vazagashvili, resulting from the special operation, conducted at Kortebi on May 2, 2006, as well as to ensure that the guilty are revealed and brought under the responsibility in a timely manner.

Recommendations about the Electoral System

The International Society for Fair Elections and Democracy (ISFED) believes that in light of the future parliamentary elections, the electoral reform must focus on changing the existing electoral system. In particular, work must be done to introduce the electoral system ensuring that elections are conducted fairly, seats are allocated in proportion to votes, the risk of losting votes is decreased to minimum and the principle of equality of votes is observed.

Coalition Statement Regarding the Selection of the New Chief Justice

Coalition for an Independent and Transparent Judiciary is addressing the issue of election of the new Chief Justice, which has already garnered growing public interest. The current Chief Justice’s term is up in February, 2015. According to the Constitution of Georgia, a candidate for the position of Chief Justice is selected by the President and is approved by Parliament. The nominee is appointed, upon more than half of the MPs support for him/her.

Sakdrisi-Kachaghiani - the Law is Being Violated Again

On December 12, 2014, based on the decisions made by the Ministry of Culture and Monument Protection of Georgia and the National Agency for Cultural Heritage Preservation of Georgia, the company “RMG Gold” has renewed the wide-scale works at the oldest gold mine of Sakdrisi-Kachaghiani, under the name of deconstruction of an archaeological object. Renewal of those works represents a crime, because the Tbilisi City Court has suspended the right of the “RMG Gold” to conduct broad-scale works.

GYLA Elected a New Chairperson

Based on the decision of the board of the Georgian Young Lawyers‘ Association (GYLA), the new chairperson – Ana Natsvlishvili will lead the organization since December 24, 2014.  Ana is the eleventh chairperson of the organization. According to the Statute of GYLA, the chairperson is elected from the members of the board, on the annual basis.

Statement of NGOs about illegal detention of Director of the Institute for Development of Freedom of Information Mr. Giorgi Kldiashvili

On December 12, 2014 the Department of Criminal Police of the Ministry of Internal Affairs (MIA) of Georgia detained the Director of IDFI Giorgi Kldiashvili. He was charged with illegally carrying a firearm. Mr. Kldiashvili was taking his antique firearm for maintenance and care; he went with his registered permit for the firearm. He did not have an additional official specific permit from the Service Agency of the Ministry of Internal Affairs of Georgia for the transportation of the antique firearm. Representatives of MIA initially stated that Giorgi Kldiashvili’s conduct was to be classified as an administrative offense and he would be fined for it. However, Mr. Kldiashvili was charged with a criminal offense (illegally baring firearms) pursuant to the Article 236, Part 2 of the Criminal Code. This charge carries a a punishment of a fine or imprisonment from 3 to 5 years. Giorgi Kldiashvili was interrogated for 3 hours by MIA officers, and then taken into custody. He was placed in isolation, so called “Module’s” premises where he was detained for 2 days.

The Address of the NGOs towards the Ministry of Culture and Monument Protection of Georgia and the National Agency of the Cultural Protection of Georgia

On December 12, 2014, the Ministry of the Culture and Monument Protection of Georgia (the Ministry) and the National Agency of the Protection of the Cultural Heritage of Georgia have issued the decrees (#03/266 and #2/271), resulting in the renewal of the mining works by the “RMG Gold” in Sakdrisi-Kachaghiani.
