Results of the Election Day Monitoring, as of 01:30pm

GYLA has been monitoring the course of elections at the following election districts: Nadzaladevi N9, Samtredia N54 and Baghdati N52. As of 01:30pm, the polling process has been peaceful, election precincts opened on time and observers did not have any problems accessing election precincts. 

 
Several procedural violations have been reported at the following election precincts:  
 
At Nadzaladevi election precincts N13, 59 and 60, as PEC members appointed by the United National Movement refused to accompany the mobile ballot box, the ballot box had to be taken only by the Georgian Dream proxies. This amounts to violation of applicable provisions of law, stipulating that the ballot box must be accompanied by proxies of at least two different election subjects. 
Voter list problems have been reported in Nadzaladevi election precincts. Two voters at two different election precincts were unable to cast a ballot for they had not been included on the unified voter list.
Number of ballot papers and special envelopes were less than the number of voters registered on the unified voter list at election precincts N25, 26, 27 of Nadzaladevi and some election precincts of Baghdati N52 election district. 
At about 10:15am, it was found that the number of signatures was one more than the number of ballot papers issued by a registrar at Nadzaladevi N33 election precinct (total of 96 ballot papers had been issued, whereas the number of signatures was 97). 
Lack of awareness of election procedures was reported at election precincts N34 and 36 of Nadzaladevi.  
Voter list of a mobile ballot box at Samtredia N16 election precinct had been drawn up in violation of law; consequently, voters were unable to cast a ballot. 
Problems related to filling out of a control sheet were reported in election precincts N15, 20 and 34 of Samtredia. The control sheet had not been signed by the first voter at the election precinct N34, whereas at election precincts N15 and 20, they failed to specify exact time the control sheet was inserted into the ballot box. 
At Samtedia election precinct N41, the number of ballot papers and special envelopes provided by the PEC chairperson to PEC members accompanying the ballot box was more than needed. 
At Samtredia election precinct N38, unauthorized individuals were acting as observers. In particular, a member of Khoni Sakrebulo was monitoring elections in the name of an organization New Generation Democratic Elections. 
 
By this time, GYLA’s observers have filed 6 complaints and recorded 6 comments in the book of records.
