On April 29, 2013, GYLA presented Results of Monitoring the Rehabilitation of Water Supply System of the City of Kutaisi.

 
GYLA’s research has revealed the following:
 
There is no unified project of water supply system in Kutaisi. GYLA attempted to receive the project from various administrative agencies and the Unified Water Supply Company of Georgia LLC number of times but in vain. Presumably, a unified project does not exist.  
Handover of Kutaisi water supply management to a private company essentially increased risks of violation of law, lack of transparency and lack of accountability. 
It is impossible to determine the exact amount of funds spent on rehabilitation of Kutaisi water supply system in 2006-2011. GYLA estimates spending of minimum of GEL 50,092,096.6. 
Kutaisi does not yet have a 24-hour water supply system it has been promised to have. 
 
GYLA believes that implmentation of important projects like the rehabilitation of Kutaisi water supply system will draw a lot of public interest and therefore, all works carried out in frames of rehabilitaton of the water supply system must be public, transparent and accessible for interested individuals. 
The monitoring was carried out by GYLA’s Kutaisi Branch in frames of the project Promoting Accountability and Transparency in Georgia funded by the Open Society Institute (OSI).
