The research analyses effectiveness of state implemented activities in terms of IDPs’ housing solutions. In addition, the research offers concrete recommendations that will promote improvement of existing gaps.

  

Although, for the past few years some activities were carried out for meeting IDPs’ housing needs, the issue still remains to be topical. 

With a view to resolve problems identified in the research, GYLA addresses the Ministry of Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees of Georgia and the government with the following  recommendations:

 

• Inform IDPs living in buildings subject to privatization about privatization process, its outcomes and other alternatives, on time;

 

• Enhance coordinated activities of agencies involved in privatization process with a view to speed up privatization process;

 

• Set up a commission, that will analyze gaps of the privatization process and determine number of families that received in ownership apartments

incompatible with adequate housing conditions. Work out recommendations about possible mechanisms for eliminating existing gaps in future.  

 

 

• Review content of criteria and score system on the basis of analyzing existing practice;

 

• The Ministry should fulfill legislative procedure about sending written decisions to IDPs and informing them about appeal mechanisms;

 

• Specify the list of IDPs, who have bought apartments themselves. Work out a plan about options that may be offered to them by the state;

 

• The Ministry should submit recommendations, on the basis of information received after registration process about alternative accommodation possibilities to IDPs.
